In theory, most of us like the idea (or at least see the necessity) of regulations. Just look at a recent survey from Pew, that shows 74% of Americans think “the country should do whatever it takes to protect the environment.”
In the context of business management and economics, innovation has mainly been considered as a source of profit and growth. But innovation can also have a transformative role and recently more and more innovators and entrepreneurs are not only considering the financial returns of their projects, but also the societal impacts that they might bring with them.
Around the world there are dozens of very important elections coming up between now and 2020. Political leaderships in almost all corners of the world are trying extremely hard to remain in power while coping with varying levels of panic. All political leaderships are desperately seeking a miracle to wash off the decade’s long downward spirals; the increased erosion of the Middle Classes, the droughts of prosperity and the harvesting of fruitless fields.
The aim of the precautionary principle seems laudable: lacking scientific consensus, the burden of proof for an action or policy not being harmful to the public or to the environment lies on those taking that action. In practice, however, this principle has proven a deterrent for innovation - particularly within the EU. How can the innovation principle - that is, examining new policies or plans for a negative impact they have on innovation - help to supplement and balance out the precautionary principle?
Innovation at best is like watering a nice healthy plant, making it grow and blossom; however, watering without the plant is just getting the dirt wet. Nothing happens. Industrial innovation processes are becoming more open. The large, vertically integrated R&D laboratory systems of the 20th century are giving way to more vertically disintegrated networks of innovation that connect numerous companies into ecosystems. Since innovation policy ultimately rests on the activities and initiatives of the private sector, it is vital that policy follows this evolution.
